FEDERAL BAR COUNCIL FORMS SPECIAL COMMITTEE ON PRISON REFORM AND ALTERNATIVE SENTENCING

New York, NY, August 6, 2009.

Robert J. Giuffra, President of the Federal Bar Council, today announced that the Council has formed a eighteen-member Special Committee on Prison Reform and Alternative Sentencing. Robert J. Anello of Morvillo, Abramowitz, Grand, Iason, Anello & Bohrer, P.C. and President-Elect of the Council, will serve as Chair of the Special Committee, and Frederic S. Nathan of Kelley Drye & Warren LLP, will be Co-chair.


“One of the most pressing issues facing the Nation is our large prison population. Over the past several years, the Federal Bar Council has conducted a number of programs on sentencing and incarceration,” said Mr. Giuffra. “We are delighted that a distinguished group of three federal judges, a former New York City Police Commissioner, a former United States Attorney, and leading lawyers and academics have agreed to participate on this important Committee. The Council has long been at the forefront of legal reform, and we anticipate that this Committee will propose needed reforms in sentencing, prison conditions, and post-discharge assistance.”


“The statistics are striking: Nearly 2.4 million people are now in American prisons, and another 5 million remain on probation or parole. In other words, almost one in every 30 adults in the United States is in prison, in jail or on supervised release,” said Mr. Anello. “Our Committee will examine such pressing subjects as expanding the drug and alcohol treatment programs in the federal prison system, alternatives to incarceration for both adults and minors, improving the physical and mental health for incarcerated persons, rehabilitation counseling, and prison overcrowding and violence,” Mr. Anello continued.
